These non-rotary Hackle Pliers from Dr. Slick are still regarded as the simplest and easiest way to apply hackle. A basic tool that belongs on your bench.
These have the tapered jaws with a rubber gripper on one side. This allows them to securely grab even the smallest of feathers and the 2.5" length allows great control.
